Stephen J Bobella Jr.

Stephen is a 36 y/o native of the Borough of Saint Clair, Pennsylvania. Stephen is a 1990 Graduate of Nativity BVM high school and a Graduate of the Harrisburg Area Community College Paramedic Program. Stephen started his career in public safety at a young age holding the position of Chief of Emergency Medical Services for the Saint Clair Veterans Memorial Ambulance Fund for 17 years and currently serves as the Executive Director. Stephen currently is employed by Schuylkill Valley Emergency Medical Services as the Executive Director and developed the SVEMS special operations division in 1999. Stephen assisted in the development of the Region 2 Tactical Response Team. Stephen is a Paramedic Instructor and Preceptor for the Reading Hospital Paramedic program, a CPR, First Aid instructor for the American Heart Association and manages a Berks County AHA training center. In 1996 Stephen Developed an EMS billing and consulting company where he held the position of Executive Director until 2001 and does consulting throughout the United States on EMS Management. Stephen chaired the Berks County Medical Group for counterterrorism for 2 years and was the Emergency Management coordinator for the Borough of Saint Clair for 4 years. Stephen is currently a Team Leader for the Region 2 Strike Team which led the first organized response to the hurricane ravaged gulf coast after hurricane Katrina and Hurricane Gustav. Stephen is currently the President of the Eastern Pa EMS Council which is a not-for-profit organization established under Commonwealth of Pennsylvania legislation to act as a local regulatory body that assists the Department of Health with local EMS organizations throughout a six-county EMS region. Stephen has been the West Team Leader of the Region 2 Tactical Response group since 2002 and has logged over 800 hours of specialized training including but not limited to the NTOA Tactical Medic program, Basic SWAT, both Basic and Advanced Tactical EMS, Advanced SWAT training, LETA Certified Thermographer, Thermal Imaging, Crime Scene preservation, firearms training, school violence training and active shooter training. Stephen held the position of Mayor of the Borough of Saint Clair and was the constitutional head of a progressive well managed full time police force.
During his free time Stephen enjoys spending time with his wife Amanda and her two lovely children Haley and Lola.
Lt. Michael Cannon, SWAT Commander

Michael Cannon is a native of Conway, S.C. and is assigned as a Lieutenant overseeing the operations of the narcotics and vice division with the Horry County Police Department. The 17 man unit includes one sergeant, 14 investigators, two of which are assigned as Task Force Officers with the D.E.A., 2 officers assigned to a local task force, and 2 narcotics canine handlers specializing in undercover narcotic investigations, high level narcotics trafficking investigations and covert audio and video surveillance on both the State and Federal level. He has received numerous commendations for his service to include DEA, U.S. Customs Service and the South Carolina House of Representatives. In addition he is currently the operational commander for the special weapons and tactics team (SWAT), a 14-man team responsible for operations involving high risk search and arrest warrants, barricaded suspects, hostage crisis and protection details. He has spent over 23 years in law enforcement all of which have been served in the specialized units of narcotics and/or SWAT. Mike has been an instructor with the South Carolina Criminal Justice Academy, On Point Tactical Incorporated of South Carolina, Medic-Up Incorporated of Pennsylvania and Missions First also of South Carolina for EVO and SWAT tactics involving hostage rescue, VIP protection and clandestine lab investigation. He is a certified clandestine lab Technician.
Herbert (Rusty) Shelow
11 years U.S. Navy Corpsman. 3 years in ICU as a critical care Corpsman and 8 years as a Search and Rescue Corpsman. EMT instructor for 8 years. SAR (Search and Rescue) Med Tech Standardization petty Officer at NAS (Naval Air Station) Lemoore and NAS Oceana (training and qualifying new and current SAR Med Techs). Rappel Standardization Petty Officer at NAS Oceana. HRST/CAST Master. Tactical Medic instructor for 9 years. Rappel/Rappel Master Instructor. Joint Task Force 6 for 3 years as Tactical Medic while at NAS Lemoore. Worked with various Marine Corps units and Naval SPECWAR units during active military service. Completed 35 actual rescues, including 20 High Altitude and High angle rope rescues. Virginia Beach Police Officer for 3 years assigned to patrol. Currently assigned as a Field Deputy with Loudoun County Sheriff's Office. Firearms Instructor, Active Shooter Instructor (Virginia DCJS).

Officer Richard A. Tornielli, EMT-P
Rich Tornielli has been employed with the City of Reading Police Department, in Reading, PA since 2001. He has worked both in the uniformed patrol division and undercover in the Vice and Narcotics Unit. He is currently assigned to the Bomb Squad as an Assistant Bomb Technician and Tactical Paramedic. Rich has been certified as a Paramedic since 1997 and works in the EMS field as a Paramedic with Schuylkill Valley EMS in Leesport, PA and the PA Department of Health EMS Strike Team. In addition to his duties with the Reading Police Bomb Squad, he also serves the Eastern PA Tactical Response Team 2 as a Tactical Paramedic. Rich was awarded an Associate of Science Degree in Emergency Medical Services Management from Hahnemann University in Philadelphia, PA and a Bachelor of Arts Degree in Criminal Justice System Administration from Alvernia College in Reading, PA.
Shawn Fariello
Shawn Fariello has 18 years experience in EMS. He is certified in ACLS, PALS, PEPP, PHTLS, AMLS, and has audited several programs including Pre-hospital 12 lead interpretations, APLS, & ATLS. Shawn obtained his Paramedic certification in 1999 in addition to the completion of Counter-Narcotic Tactical Operations Medical Support (CONTOMS) National Tactical Operator Assoc (NTOA), and the North American Swat Training Assoc. (NASTA). Shawn has since continued his training in tactical medicine by attending several training programs where he graduated from both the basic and advanced levels. Shawn has been an active member of the Eastern Pa. Regional TEMS team since it was organized and placed into service. He became the Team Leader of the Eastern portion in 2003. Shawn is currently certified as an EMT Instructor, CPR Instructor and an AED Instructor. Shawn has obtained several Certifications in fire fighting Essentials, FIRE 1, RITC, Fire fighter Survival, Haz-Mat Operations, Dept. of Health Vehicle Rescue Tech. Since 2003, Shawn has been involved in and is the team leader for Suburban EMS Strike Team were he has obtained levels in Advanced Bioterrorism Triage, Incident Command Systems, NFA. Shawn was deployed on a 10 day operation During the Hurricane Katrina emergency response. Shawn was elected in 2003 as a Pennsylvania State Constable and is currently certified and active. Shawn became the operations manager for suburban emergency medical services in 2005.
